SFWMD ERP O&M inspection & recertification

Every ERP-permitted property in South Florida carries lifetime O&M obligations. We perform the recurring inspection under Florida's June 28, 2025 qualified-inspector rule and certify on state form 62-330.311. Because we also do the vactor cleaning and repairs, we close the compliance loop with one vendor.

Who this applies to

Almost every HOA community, commercial site, industrial property, and mixed-use development built in South Florida since the 1980s operates under an ERP issued by SFWMD (or delegated to DEP / a local government). The permit names the O&M entity, usually the HOA, condo association, or property owner, and lists the inspection frequency.

What is an ERP and who needs one?
An Environmental Resource Permit (ERP) is issued by the South Florida Water Management District (SFWMD), or delegated to DEP or a local government, for any project that alters surface water flow. Almost every HOA community, commercial site, and industrial property built since the 1980s in South Florida operates under an ERP, and the permit carries lifetime O&M obligations.
How often is the O&M inspection required?
It depends on the permit and system type. It is commonly every 1 to 3 years for the state O&M inspection, and every 5 years for a drainage-district recertification. Since June 28, 2025, Florida allows a qualified inspector (not just a PE) to certify the recurring O&M inspection on the state form 62-330.311.
What does an ERP O&M inspection cover?
Every structure named in the permit: ponds (control elevation, littoral shelf, sediment, banks), catch basins, control structures, outfalls, weirs, baffle boxes, exfiltration trenches, and any specialized BMPs. The report identifies deficiencies against the permitted design.
What if my system is out of compliance?
The inspection report is the diagnosis. We turn deficiencies into a fixed-price corrective scope, such as vactor cleanout, jetting, structure repair, and pond desilting. Then we re-certify substantial conformance once the work is done.
